We were asked if the BCLO board would be able to attend functions as a majority without a quorum and the answer is yes, absolutely.
If we chose to socialize we can, as long as we are not conducting community business. If our intent when we are together is nothing related to the community then it’s perfectly fine. In fact, our bylaws state that under Article VI, Section 2 that for the board to act, we must be at a duly held meeting in which a quorum is present. If we are at the trash, or in the same restaurant, or at the fair, it is not a duly held meeting so there is not a quorum for the purpose of transacting community business.

Does this mean the whole board can be present at community functions for example the fire departments spaghetti dinners?
Yes, this is exactly what this means. The board can be at community events with a majority of the board present if needed, or by accident.
